I think what's so interesting though for our US audience is that when you think about apartheid you think about brutal racial exclusion. And it certainly was that but in some way the apartheid state was moving towards this, I would call it conciliatory because it was still about domination as I said indirect rule. But there was this sense of you know the apartheid state trying to portray itself in a different light. It's a kind of false self-determination that's a deliberate creation of the apartheid regime.
