Constantine was trying to find a way to unite the Roman Empire. Even though he saw that Christianity could be something that unites the Empire, Christianity itself was very divided. And so he made these choices of trying to figure out ways to actually develop orthodox theology around some of these things that have been divisive among Christians at that time.
