Questions Are Not Arguments

A question is not an argumentative form, but what is an argument? It's an attempt to establish a conclusion in the mind of somebody else. If you say questions are not arguments, it seems that the thing you're trying to imply, especially given that you're not just saying it in a context, but you're taking it out of context as a slogan.
