Is Obamacare the Answer to Railroads?

The public private partnerships like that of Obamacare, not the answer when it comes to railways and if not what does Obamacare teach us about such relationships. The best solution is often to just really go to the root of the issue and do things that are probably really difficult and painful in the short term but lay the groundwork for a totally different system or structure for the future. It's kind of ironic that Norfolk Southern was one where the relatively new CEO actually spoke up about breaking this stranglehold of investor greed.
