The first laws came from the colonies in to day's australia. The idea was to keep out chinese migrants and any other migrants. Inventored laborers moving, mostly from india to places like natal fig maritius, east africa and trinidad. And this wasn't simply a case of white anglo saxons leaving britain. It was also intra imperial migrations.
