The Haitian Parliament

The Haitian Parliament is also the body that would have to ratify this new Constitution. Smedley Butler wrote all about this in his book, Old Gimla Dye. In my book I recounted how the Haitians did everything they could think of to block the new American version of their Constitution. So we needed the Haitian president to help us get rid of the pesky Parliament. We thought that would be easy since the Americans installed him in power in the first place. Well, the coward got cold feet and hid in his office.
