Free speech was not particularly well protected on campus for a long time. By 1974, you have really powerful decisions at the Supreme Court saying that even deeply offensive freedom of speech is protected for students. In 1984, you're in the middle of this anti free speech movement led by people like Marxist philosopher Herbert Marques. Off campus liberals and conservatives thought it was pretty ridiculous. These codes were defeated in courts after 20 years but they weren't very popular off campus.
