Does China Need a Capacity Market?

A lot of provinces are looking at the issue of capacity markets, which seems like a way to potentially support otherwise non-economic coal assets. Do you think that the capacity market is going to work in a way that fundamentally hinders clean energy or will it be basically held to some sort of more rational and limited role? I've heard reasonable opinions on both sides. China is an overcapacity situation nationally and virtually everywhere in the provinces.
