Congress tried over the course of the late, very late 50s and early 60s to restrict discriminatory voting rights practices. They would see a discriminatory practice and then crack down on it. The Voting Rights Act was a direct response to that. Congress is finally stepping in and saying, okay, okay, no more of this bullshit. If you change your voting laws, we want to see it first.
