ITC shares hit an all time high after the 16% NCCD hike was announced. The company has been selling a lot of cigarettes in the past couple of years. Despite anti-tobacco campaigns and warnings, people are buying cigarettes. Lower per capita consumption leaves room for cigarettes to grow in India.
