How Many Patents Are Really Rewarding True Invention?

The system has gotten out of balance, granting patents without really looking at the quality. How many of these are actually rewarding true invention? And how many have just become part of a business strategy? In the go profession we call this life cycle management. How do we get as many patents as possible?
