What Is the Papacy After the Papal States?
Benedict and Francis were both popes who were elected with mandates yeah right. When they came out of the conclave there was a fairly explicit understanding of this is what they were elected to do well but it's much more overt and universally understood now. The loss part of what we're working out is what is the papacy after the papal states right because when you say the pope was a major player in world affairs prior to the unification of Italy that had a lot to do with his temporal authority.
