The Paradox of the Welfare State
The number of households receiving food stamps that reporting no cash income has more than quadrupled. The job market is not lifting anyone out of poverty in a way it did when the war on poverty and the Great Society were launched. One in five workers who could receive their earned income tax credit, a wage subsidy for the poorest paid workers in America, they pass on it.
