The Praetorians and Galba

New emperor Galba was running out of allies. The Praetorians were among the first to get super ticked off at him. Nymphidia Sabinus had promised them a huge payout if they abandoned Nero and back Galba. As long as an emperor has that final line of protection, there's little anyone can do to stop him from doing whatever he wants.
