Audit culture has the opposite effect that was intended. It leads to obscurity, occlusion. People will go out of their way to be... Time-intensative activity. You know, you don't want to be discreet tonight. Or we do monitor our own behavior when we feel that we're being surveyed. And yeah, in teaching, I know that teachers get utterly depressed at having to turn their whole career into machinery for getting people through exactly what they are learning.
