The Second Beast of the Roman Empire

In Revelation 13 talking about the beast. It was given a mouth uttering haughty and blasphemous words, blasphemies against God. The Roman Catholic Church didn't exist until the fourth century. We're told that the seven heads of the beast represent both seven mountains or hills and seven kings. So these are these would be the Roman emperors.
