The Politics of Zoning in California

There's a big secret reform bill moving through the state legislature in California now. Why this is hard and why this took a long time has everything to do with the political coalition thing I was describing before. That's what I call a stasis subsidy. It's the idea that we give people veto power over anything in the world changing around them. We say, you know, maybe we don't have effective government. We don't even allow you to do like effective private sector things either. But what we do give you is the ability to veto any changes to the environment around you through Sika and EPO lawsuits or various other complaints or local government control.
