The military set up a browser that they allow the public to use. It's essentially all encrypted and so they want a lot of noise from people who are not doing top secret things. You don't essentially know what is going on on that internet connection. Use a vpn to mask your location ideally, disabling javascript if you're using for any reason even if you're just trying to be anonymous.
