The common good is kind of in the middle. Aquinas recognizes that there are any number, and there's one we kind of left out. There are ways in which individuals can form different groups within the whole to meet. That incorporation within the whole doesn't remove you from the overall order. But again, Aquinas theorizes about this, even though he couldn't point to France or Italy at the time as being examples of this.
