OIRA, the Office of Information and Regulatory Affairs, dates back to the 1980s. It was somewhat transformed in the Clinton years when Executive Order 1286 was issued. But apart from that, I think most people that are familiar with OIRA would say it's got a pretty strong culture. And now you're saying that at least on paper, the president is trying to change OIRA’s role.
