The START Treaty dates back to the very, very late days of the Soviet Union. It is the original major strategic arms reduction treaty. The Russians have now withdrawn from every single one of them with one exception. And we have not seen relations at this level of hostility since 1983 when we had nuclear scare over Berlin.
