Russian Imperialism in the Late 19th Century
The Qing, British and Ottomans all got into trouble in the late 19th century. Instead of pushing outwards, these empires stepped aside for a remarkable period of Russian imperial expansion. Most of the people who constituted the expansionist elite in the Russian Empire were not Russian. They came out of other mainly European, not exclusively, peoples that were part of the Russian Empire at the time.
