The Russian Empire and the Ottoman Empire
The Ottomans will reach their greatest territorial extent in the second half of the 17th century. Western Europe now sees the Ottomans as a sophisticated, peaceful empire. The Russian Empire will expand from the 18th century onwards to the end of the Ottoman Empire. But the Janissaries have grown greedy and less effective as a fighting force. They are highly conservative and reluctant to change.
