In general, the government is full of administrative agencies that exercise delegated authority from Congress pursuant to enabling statutes. The ordinary mechanism for checking the exercise of authority by those agencies is the courts and judicial process. And that process, the Fed, is subject to very little of that for a variety of reasons we could get into.
