Can I Ask My Guests to Chip in $10 for an Open Bar?
If you can't afford an open bar, don't ask your guests to pay for it. Don't say we're going to have shuttles; just say that's how much they cost and you all chip in. I think at the beginning of the meal, and if you know somebody is like that and you're in the party inconsistently, then just stop accepting the invitation. If someone orders a martini this time and not last time, it does even out eventually. You could also do that and just get get insurance just in case.
