There's been up to an incidence of autonomous vehicles blocking fire trucks and creating traffic issues in San Francisco. To me, it's not a safety issue first. It's a nuisance issue. Maybe there aren't enough people behind the scenes to get vehicles moving when they've paused for issues. But I'm just speculating.
