Is Jeremiah 31 Fulfilled in Full?
Reformed covenant theology sees the church as a pure community. Baptist tend to see the church as the pure community because they say that that covenant's been fully fulfilled now. Jeremiah 31 has been fulfilled, but we're still waiting for its full effects to come. The 10 commandments of the law is still written on our hearts, led by the spirit. That's what Paul says in Romans 1.
