In OPEC's case, you've got OPEC supplying about 40% global oil. But the US is basically the largest single supplier at like something like 12 and a half percent of total barrel oil in the US right now. The export band narrative is that, hey, we've had this export ban in place from 1975 to 2015 and we were fine with it. So why not pursue a policy of autarky? It was even publicly floated by the current Department of Energy on Twitter. We have innate advantages over other industries such as semiconductors but are taking steps towards import substitution.
