Shinovene Immanuel is an investigative journalist and investigations editor for the Namibian newspaper. His team had been running critical reports on the State Company Fish Corps since 2015. They'd also questioned legal changes that gave the fisheries minister more power to hand out those all important quotas. But Shinovene says the team often felt like lone wolves tracking the story until the summer of 2019.
