The government had a monopoly on the sale of vodka, and for vague reasons of moral and physical health, the government stopped selling it. Fancier liquors and wine was not subject to the same ban. So high society could get as drunk as they wanted, but only the lower classes were prohibited from their drink of choice. This is the kind of thing that will make people angry all on its own.
