The schools are bureaucracy. It it's a unilateral power relationship. Those with the power are going to, of course, act in their own self interest reform. I mean, lhat the republican parti's got caught up unte this reform thing for 50 years. They're always trying to make a progressive programm work better. But if you look at their actual goals, they've actually failed in their goals. People are not educated. This is, i think, the least educated american people that's ever existed.
