Should Internet shutdowns be used to maintain public order?

Introduction
India has more internet shutdowns than practically any country in the world. Between 2016 and 2022, 60% of the world's internet shutdowns took place in India. There are a number of reasons why internet shutdowns are imposed. The official reason is communal tensions. Some of them are done during protests when there is a good majority of them. A lot of them happen because there are religious processions taking place. Generally, one is a preventive shutdown, which happens before an event has taken place.
