When you talk about having an industry consortium like the MPAA, what you're doing is formalizing the communication that's already taking place. They all standardize on overly restrictive policies because they all share the same political bias. You'll end up with the same problem as having the government intervene. I think you can create more competition if the government says, okay, folks, you can have the standard algorithm but you need to make a simple, abstracted way for somebody else to write some other filtering mechanism.
