The Walker Assassination Was a Test for Oswald
Walsi and Pachepa say the Walker shooting was a test for Oswald. The fact that he fired only once supports the theory that this was primarily a test exercise for Oswald to prove that he would be able to escape clean from a real assassination in the US. Also in late September and early October, just nine weeks before the Kennedy assassination, Oswald took a trip to Mexico City where he visited both the Cuban and Russian embassies.
