Since 19 forty five, we seen the decline of conventional interstate wars. That's part of what makes russia's invasion of ukraine so shocking. The broad takeaway is basically that conventional war and these hybrid or unconventional conflicts that play out vias of foreign subversion can exist together. And we need to be attuned to all the different ways in which states are going to pursue their interests when their conflict.
