Is the Book of Revelation Meant to Be Taken Symbolically?
A lot of revelation is meant to be taken metaphorically or symbolically, rather than literally. And in the same way, i would look at a case santiago being able to pursue his killer in order to obtain justice, as in a similar light. There's there may be something metaphorical happening here, but it still is a way that god may choose to allow our human minds to process what's really going on here - even if we shouldn't take it all literal.
