I think that for the next few years, decades, they're going to kind of keep going in through the old motions of we try to raise money from the state, from the federal government. And I think over time, you'll find that the property values will sink pretty fast once those risks become clear and it becomes clear the government can't keep up. So there'll be a kind of involuntary, uncoordinated retreat from those places that just don't seem to be able to support human development anymore.
