The Relationship Between Means and Ends

In 2021, I read the full Robert Carroll series about Lyndon B. Johnson called the years of LBJ. One idea that came up over and over in that series was that of means versus ends. To what extent are ends inseparable from means? So for instance, is it okay to have a bad pastor who brings in money and makes converts and grows the church or all that? You know, he's got this moral problem though.
