Is the Global Climate Budget a Goal?

The global climate budget is more of an atmospheric budget. It's basically how much carbon humanity can collectively afford to put into the atmosphere in order to keep in our that kind of budget. And so, you know, in some ways it's a more important budget, right? Because you can always fudge with money, right? You can't fudge with physics, like physics will win.
