Is There a Canadian Province That Is Doing This Well?
The US spends an order of magnitude more per mile of line here in the US and the law certainly has a role to play there. I would look to places like Spain, which have extremely low cost per mile and say, well, what are they doing right that we aren't? And it may be domain specific, right? It may be that there are certain kinds of rules and certain kinds of domains that make it easier if they're built into subways, but make it much harder for them to do, you know, fill in the blank. We have advantages along some margins and some disadvantages along others.
