Propaganda comes down to the motives and objectives of the person or institution that is publishing it. Edward Bernays would say all propaganda is taking certain traits and aptitudes of a business as if it were a person with a personality. And so you can see in this view, it's almost propaganda is almost morally good. Wouldn't you want to know what this business's labor policy is?
