I think Janet Yellen and the Biden administration as a whole are actually sincere in saying that they want to be able to cooperate with China on key issues of common global concern like climate. So if we're thinking of a kind of open hostile confrontation as potentially ruinous and catastrophic, what does competition with China without confrontation look like? I mean, how revisionist can that approach reasonably be without qualifying as a threat to the United States that it needs to respond to? It's really difficult to see what the positive answer is which is the gist of my piece for foreign policy.
