Is the Department of Homeland Security Moving Migrants?

Joel rose: There are signs that this strategy has backfired narrowly in florida. In texas, governor abbott has been using tax dollars to pay for charter busses which have transported migrants from the border to cities up north. The white house press secretary said that fox news was given advance notice by these governors that these migrants were being moved,. But presumably, if there is some some concerns about overcrowding it facilities, or just seeing a record number of migrants cross through, presumably these governors and the white house ought to be in touch. They're not.
