Is the Deep State Akin to the Panopticon or the Workings of Capital?

The term deep state comes out of Turkey. It was first used by to describe the sort of alliance among the military and other state officials in the sort of secular Turkish state. And now you have a more Islamist state that is aggressive in some ways, as time goes on. The idea has migrated to the former Soviet Union and the post-Soviet United States.
