I think that imposing those kinds of risks will make the people who do choose to have a child, it will incentivize them to actually do well when they do have the child. It might be prudent to institute a parental licensing scheme where the risks are lower because you're only catching the very worst candidates for being parents. And that I think that any level of risk that is imposed by instituting a scheme like that would be justified because you're protecting the rights of children.
