Prop 60 was a 2016 legislation initiative in California that would have required porn actors to wear condoms during scenes that depicted intercourse. "The problem with this particular ballot was that it wasn't clear how this was going to be enforced or regulated," she says. The fear among sex workers would was that it would only be the largest companies who would be able to comply and put push many performers into more underground shoots where there wouldn't be any safety regulations in place.
