The ark contains the broken commandments that will go in the tabernacle and eventually into the temple. The high priest alone can enter and minister and sprinkle blood on the horns of the mercy seat, which is the seat of propitiation. That's the king we need, the king with the ark who forgives. God mercifully uses their sin to give them a human king through whom the Messiah will come.
