The Russian autocracy really saw itself as the big brother for all slavs in Europe. Did that predate much of the 19th century nationalism in Russia? Or is it blossoming and growing that pan-slavism idea right along with German nationalism? The West expected Russia to be a lot more military, militarily adept than the Japanese were.
