The idea was if we simply help China grow, the growth will itself lead it to become responsible and therefore it'll take its place in the American land international order. The earlier conception that somehow as China became wealthier they would become more like us turned out to be illusory. "I suspect there's somebody who had this idea earlier on, but I don't think very many," he says.
