The Bush administration determined very early on that a state of armed conflict existed with Al Qaeda and these other entities. That picked up both the Al Qaeda franchises, even the ones that broke with Al Qaeda, like the Islamic State. And within Afghanistan in particular, it picked up a lot of entities that were not necessarily properly thought of as the Afghan Taliban themselves. So anyways, you have this sort of statutory authority that's in place here.
